They functioned for the purpose of developing scientific weapons, armors, and technologies to be used by the NWO, and this combined with political maneuvering was instrumental in Boss Cass' hijacking of the United Nations around the year 2153 C.E..
Hydra, during the Mythic Dawn Crisis , took over Malefor's Holy Empire, and ousted the Bears from the military.
